Atty. Cecilio B. Gellada
Atty. Cecilio B. Gellada currently holds the position of Corporate Legal Counsel in the Office of the VP General Counsel (OGC) of the Power Sector Assets and Liabilities Management Corporation (PSALM). He heads the Litigation and Internal Legal Services Department of the OGC.
A graduate of the University of the Philippines (Law 1979) and (AB Journalism 1974), he started his career in the government in the Supreme Court as legal assistant of Associate Justice Pacifico de Castro in 1980. In the span of 14 years, he has served in various capacities in the legal staff of Chief Justice Marcelo B. Fernan, Associate Justices Flerida Ruth Romero, Serafin R. Cuevas, Leo Medialdea and Pacifico de Castro.
After a fruitful experience in the intricacies of the law, procedure and jurisprudence in the Supreme Court, he transferred to the National Power Corporation (NPC) in 1994 challenged by the developments in the electric power industry where he served until 2000. When the Electric Power Industry Reform Act (EPIRA) was implemented by the government in 2001, he was re-employed by PSALM, a GOCC mandated to privatize the generation/transmission assets of NPC. He hails from the town of Guimbal, Iloilo and Jaro, Iloilo City. He is married to Elizabeth D. Gaddi of Nueva Ecija and is blessed with three (3) boys.
